After some investigation, the Device Properties window (from device manager) says "This device is not working properly because Windows cannot load the drivers required for this device. (Code 31)". Code 31 refers to something no being loaded that the drive depends on. Since the drive is riddled with debugging Windows cannot load the drivers required for this device. (Code 31)
